The USAID-funded President’s Malaria Initiative (PMI) Africa Indoor Residual Spraying (AIRS) Project supports USAID Missions and Bureaus to plan, implement, and monitor and evaluate vector control activities to prevent mosquito-borne diseases (including malaria and Zika) in African, Latin American, and Caribbean countries where USAID supports vector control efforts. Under the supervision of the Chief of Party, the Technical Specialist 10 / Vector Control Manager provides technical guidance and overseas all implementation activities for the AIRS Zika vector control activities.

Key Roles and Responsibilities

  • Provides technical guidance and oversee implementation of all environmental management, larviciding, health education and outreach, and personal protection activities.
  • Oversees all activities at the department level in collaboration with local government stakeholders.
  • Manages and supervises project implementation staff including the Health Education & Community Mobilization Manager, the Larvicide/Adulticide Manager and up to 5 Department Coordinators.
  • Responsible for identification of all the project’s technical assistance needs, development of suitable scopes of work, recruitment of consultants, and execution of technical assistance contracts.
  • Coordinates and oversees cascade trainings for Vector Control seasonal workers.
  • Coordinates national- and department-level planning for vector control activities with local government authorities.
  • Responsible for developing pre-campaign timelines for vector control activities to ensure activities start in advance of the Zika transmission period.
  • Evaluates problems and carries out treatments, as needed, selecting biological, chemical or physical control methods, application rates and appropriate equipment to obtain required coverage.
  • Ensures that project operations are in compliance with all USAID and Abt Associates policies and procedures.
  • Supports the COP in the development of country workplans, vector control operations reports, and other technical and programmatic reports, as required.
  • Works collaboratively with the AIRS HQ Operations Director and Technical Director to implement Zika vector control best practices.

Preferred Skills / Prerequisites

  • Masters Degree in Entomology, Public Health, Environmental Science, or other relevant field.
  • At least six (6) years of professional experience managing large international vector control projects, preferably USAID-funded projects.
  • Background in public health, vector-borne diseases, particularly prior experience in entomological surveillance, control of Dengue and Chikungunya vector/s, and program management preferred.
  • Significant experience managing and supervising personnel and program activities in LAC.
  • Experience in managing teams of people.
  • Strong client management, communication, and people management skills highly desirable
  • Strong written and verbal communication skills in English are highly desirable.

Minimum Qualifications
(6+) years of experience and a master degree OR the equivalent combination of education and experience.

Key Roles and Responsibilities

  • Develops, manages, and monitors project budgets and annual workplans.
  • Prepares accurate financial reports, and monthly cash fund requests in close coordination with senior project staff.
  • Prepares annual site office revenue projections and updates budget tracker forecast on a monthly basis.
  • Ensures that project operations are in compliance with all USAID and Abt policies and procedures.
  • Supports the startup, general operations, and closedown of the PMI AIRS.
  • Manages the financial operations and financial reporting of the country program, providing guidance, training and technical assistance to financial and non-financial management personnel.
  • Supervises and coaches the project Accountant, Procurement & Logistics Manager, IT Specialist, Office Manager and other administrative support staff.
  • Conducts a financial brown bag on a quarterly basis to build the financial capacity of technical and operations personnel on different financial topics, including compliance, travel, budgeting, forecasting and procurement.
  • Creates and maintains financial reporting and tracking systems that provide basic data measurements on financial performance of project activities and develops/recommends cost cutting and compliant strategies to implement the project with less resources.
  • Provides ongoing financial administration to the project, including the processing of approvals for procurements, consultant agreements, and vendor invoices.
  • Manages the timely submission of the monthly financial submission (ROV) to the headquarters office.
  • Serves as the project’s contact with the client on finance and administrative issues, participating in discussions on contract issues and actions, and following up on client requests and concerns.
  • Supports the development, execution, and management of subcontractor and consultant agreements.
  • Develops and implements a payment system for seasonal vector control technicians and community mobilizers.
  • Develops and implements systems to streamline financial practices and procedures.
  • Updates the project FCA at Headquarters on all contractual, financial and legal issues affecting the project.
  • Performs random audits of inventory to make sure inventory reports prepared by the operations team are always accurate and up to date.
  • Oversees human resources activities affecting the project, including but not limited to the hiring, termination, benefit tracking and legal disputes involving current and former site office personnel.

Preferred Skills / Prerequisites

  • Bachelors Degree (minimum), or a Masters Degree (preferred), in Business , Administration, or other relevant field.
  • At least six (6) years of professional experience managing financial and contractual aspects of large international development projects, preferably USAID-funded projects.
  • Significant experience managing and supervising financial and procurement management personnel.
  • Familiarity with US Government Cost Accounting Standards, and a good knowledge of Federal and USAID Acquisition Regulations (FARs and AIDARs).

Key Roles and Responsibilities

  • Support USAID vector control program and entomological monitoring in designated country in the preparation of annual comprehensive entomological monitoring work plans and budgets
  • Provide technical oversight in making sure that entomological monitoring activities are conducted according to the WHO and CDC guidelines and best practices
  • Support capacity assessment and capacity building of technical staff of the project, country institutions and other relevant partners to ensure high quality entomological monitoring activities are conducted independently with minimum technical assistance from home office to ensure sustainability
  • Work closely with project to identify gaps related to materials, test kits, insecticide impregnated papers for both adult and larval testing, and other items needed for successful implementation of entomological monitoring activities, particularly items that must be procured internationally; follow up on procurement process and timely delivery of these items
  • Support project in the analysis and write up of entomological monitoring reports with support from entomology technicians .
  • Review the content entomological monitoring reports for technical accuracy
  • Advise USAID/PMI and counterparts in the selection of insecticides for adult and larval control based on evidences generated by the project and other partners
  • Document and publish findings of entomological monitoring project, such as lessons learned and best practices in national, regional and international contexts; identify sources to contribute to the national and international vector control information pool to influence policies
  • Ensures the transfer of technical skills to local institutions
  • Participate in M&E activities of the malaria and Zika project
  • Perform other additional duties assigned by the project

Preferred Skills / Prerequisites

  • Master’s degree (minimum), Doctorate degree (desirable), in Medical Entomology
  • 7 to 10 years of relevant professional work experience with a Master’s Degree, or 4 to 6 years with a Doctorate, including at least 4 years of experience directly related to integrated vector control management, including monitoring and control of Aedes mosquitoes
  • Experience in regulatory and operational aspects of vector control methods and management
  • Demonstrated ability to work with minimal direction and supervision
  • Demonstrated ability to work as a member of a team with the ability to accept the inputs of other team members
  • Good management and planning skills of project tasks
  • Produces high quality work in a timely, cost effective manner, and has excellent writing skills
  • Excellent organizational, interpersonal communication and computer skills
  • Experience with USAID and donor projects is highly desirable
  • Experience with dengue and chikunguyna vector control in the LAC region is an advantage
  • Strong written and verbal communication skills in English. Additional fluency in Spanish or French preferred

Ethiopia: EMERGENCY COORDINATOR

BACKGROUND

DRC has been providing relief and development services in the Horn of Africa and Yemen since 1997 and initially focused assisting those who are displaced by conflict in Somalia, but now works with those in the region impacted by forced displacement. DRC has offices across the region, and opened its first office in Ethiopia in 2009, and the program overseen in Addis Ababa now covers nine offices spread across Ethiopia and Djibouti to address the needs of refugees, IDPs, and migrants in transit. In Ethiopia, DRC has been in the forefront of responding to the refugee influx from South Sudan into the Gambella region, primarily by providing water to refugees in camps, and also through livelihoods and protection programming. DRC Ethiopia also has activities in Dollo Ado and Jijiga in eastern Ethiopia to assist Somali refugees and host communities there. DRC’s work in Djibouti began with its registration in April 2015 and addresses a wide range of challenges raised by the displacement to and through that country, including mixed migratory flows heading to the Middle East, Yemeni refugees fleeing conflict, and protracted Somali refugees in Djibouti for two decades or more.

DRC’s global mandate is driven by three global strategic objectives within the DRC Assistance Framework: Saving lives and alleviation of immediate suffering among people affected by conflict, Safeguarding, restoration and development of livelihoods, and, Institutional and organisational change that contributes to protection of people’s rights and peaceful handling of conflict.

The main areas of focus for the program-wide Emergency Coordinator for DRC in Ethiopia and Djibouti will relate to the saving of lives and alleviation of immediate suffering objective, but the incumbent will also contribute to working towards the other objectives. This position will primarily focus on coordinating and furthering DRC’s response to the El Niño climatic event and the severe drought in Ethiopia and Djibouti.

RESPONSIBILITIES

The overall responsibility of the Emergency Coordinator is to support DRC’s drought response operation in Ethiopia and Djibouti to adequately respond to existing or emerging needs with respect to water sanitation hygiene (WASH), shelter, NFI distribution, protection, and livelihoods. In this regard, the Emergency Coordinator will work for all the sectors active within the Ethiopia and Djibouti program.

Due to the specific nature of this post, the overall TOR will remain quite generic, but the deliverables within the five (5) months of a initial contract will be specific while allowing room for flexibility.

a)Internal Relations

The Emergency Coordinator has no permanent supervisory responsibilities, but s/he may provide direct supervision to national staff temporarily as outlined in the specific ToR for that task.

The Emergency Coordinator reports to the Head of Program. When seconded to a specific task or operation, the Emergency Coordinator reports to the respective Area Manager (AM) for that operation.

b)External Relations

The Emergency Coordinator maintains extensive contacts with local authorities and with regional, prefecture, zonal, and woreda representatives, as well as field representatives of UNHCR, IOM, UNICEF, OCHA, other donors and partners in the areas to which s/he is being seconded.

c)Specific duties and responsibilities:

· Focal point person for emergency response and preparedness for DRC Ethiopia and Djibouti.

· Train DRC and other partners’ staff, as appropriate, on basic emergency response and preparedness principles, especially as regards protection mainstreaming.

  • Provide Senior Management Team (SMT), and relevant AMs with updated information on ongoing/emerging humanitarian crises and needs within Ethiopia and Djibouti.
  • Participate as relevant – depending on ongoing tasks – in coordination mechanisms throughout the both countries and represent DRC as requested.
  • Undertake needs assessments for existing and new emergencies/projects/programmes in existing operations.
  • Support existing operations with surge capacity when taking on new projects and assist in staff recruitment, staff training, setting up systems, planning, and starting activities.
  • Provide troubleshooting for existing emergency operations facing bottlenecks in program implementation.
  • Facilitate information exchange between DRC operations with respect to systems, standards and best practices in emergency response and starting new operations, including training DRC field staff on the DRC Emergency Preparedness and Response Planning (EPRP) process and monitoring status.
  • Provide support and training with respect to procurement, supply chain and asset management in emergency operations.
  • Assist in assessing possibilities to expand DRC emergency response to new areas in Ethiopia and Djibouti, with special reference to access and safety, as needed.

On a general level:

  • Guarantee that DRC emergency programming reflects its mandate, policies and values through use of DRC’s operational and programmatic procedures for implementation (e.g. Code of Conduct, DRC Program Handbook, DRC Operations Handbook, etc.).
  • Ensure that DRC’s accountability obligations are delegated and carried out in accordance with the HAP/CHS standards and DRC protocols.
  • Other duties as agreed with the DRC Ethiopia/Djibouti Senior Management Team.

QUALIFICATIONS

Essential**:**

  • A Bachelor degree in a relevant field
  • At least five (5) years INGO experience, including at least two (2) years management of emergency response programs in insecure environments
  • Strong analytical, organizational, and management and leadership skills.
  • Demonstrated ability to lead vulnerability assessments, beneficiary registration, distributions, monitoring and evaluation in emergency situations
  • Demonstrated ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, supervision and performance
  • Proven commitment to accountable practices and knowledgeable of quality assurance systems
  • Hands on experience in managing staff in insecure locations and strong human resource management skills in general.
  • Good communicator and proven diplomacy with all types of stakeholders
  • Experience of managing budgets and multiple donor contracts, particularly with OCHA pooled funds, OFDA, ECHO and UN agencies
  • Fluent and articulate in spoken and written English.
  • Ability to work independently, but also coordinate effectively as part of a team.
  • Ability to lead a multi-cultural team with a high level of respect for local culture.
  • Strong computer skills (MS Word, Excel, Outlook and Power Point).
  • Ability and willingness to work and live in diverse, challenging and potentially unstable environments.

Preferable**:**

  • Experience in donor contact, fundraising and networking.
  • Working knowledge of spoken and written French, Somali, Amharic, Tigrinya, or Afar.

Ethiopia: Nutrition Officer

DUTIES AND QUALIFICATIONS

ORGANIZATIONAL CONTEXT

Under the direct supervision of the Senior Field Coordinator, in liaising with Brach Office Nutrition team, the Nutrition Officer is expected to provide policy and technical guidance on nutrition, training, carry out joint assessments, nutrition surveys, coordinate implementation of the programme with WFP and UNICEF, ensure standard settings and protocols, compile and provide data on nutrition situations.
In order to ensure wider reach out to the refugee and reinforce their close involvement in the delivery and management of nutrition services, the incumbent will need to establish an appropriate consultative and monitoring framework which would draw the experience and expertise of a wide range of actors both internally and externally.
The incumbent of the position will oversee and supervise the Nutrition programmes in all refugee camps in Gamella, and provide strong technical guidance to partners, monitor and evaluate the programme and ensure and lead monthly nutrition coordination meetings.
FUNCTIONAL STATEMENT

Accountability:

  • Nutrition programmes are coordinated in order to ensure that minimum UNHCR and international standards are met.
  • The prioritization of the nutrition and food assistance strategy is supported focusing on prevention and treatment activities, including ensuring appropriate food availability at entry points, transit sites and in camps, referral and management of MAM and SAM, IYCF, community based nutrition linkages and monitoring components.
  • Nutrition data is available for incorporation into the Health Information System and is analysed and interpreted to serve as evidence base for planning and interventions.
  • The WFP/UNHCR Memorandum of Understanding¿ and general policies on Food and Nutrition Programme Management are adhered to including provision of complementary foods, micronutrients, feeding programmes etc.
  • The liaison with WFP in all aspects related to the general food distribution and food aid is maintained.
  • Joint Assessment Missions (JAM), nutritional survey and other assessments are adequately conducted and implemented.
  • Nutrition coordination meetings are regularly conducted with all relevant partners.
    Responsibility:

  • Coordinate field level nutrition programmes in co-operation with government, UN agencies, UNHCR partners, and other humanitarian partners.

  • Formulate and submit projects including budget to respond to the assessed and prioritized needs in collaboration with appropriate authorities, partners and UNHCR programme and technical sectors.

  • Monitor and evaluate field level nutrition programmes against UNHCR and international standards to ensure that programmes are evidence-based and implemented in a comprehensive and cost-effective manner; this will include data analysis, interpretation and monitoring of programme impact.

  • Assess and build technical capacity of UNHCR and its partners including training and inclusion of nutrition and food security into cross cutting issues such as HIV/AIDS.

  • Assess the training needs of nutrition and / or health workers on nutrition and develop a training programme to meet these needs and support.

  • Ensure that the UNHCR responsibilities and obligations in the WFP/UNHCR Memorandum of Understanding, and the nutrition components of UNHCR/UNICEF Letter of Understanding are implemented.

  • In collaboration with WFP and partners, coordinate and provide technical support to Joint Assessment Missions (JAMs), nutrition surveys as well as implementation of the JAM and nutrition survey recommendations.

  • Provide technical leadership, technical support and guidance to implementing and operational partners, including on the integration of a nutrition component into the overall primary health care programmes and curative services.

  • Work closely with UNHCR programme, field, health, WASH, livelihoods and protection staff to identify priority nutrition issues and key data requirements for programme planning and monitoring to ensure that minimum UNHCR and international standards are being met.

  • Ensure regular updates and share information within UNHCR as well as with relevant government, UN and implementing and operational partners, counterparts and donor communities in the host country on their nutritional status and needs.

  • Contribute to standard setting and monitoring of nutrition programme, and establish and maintain sound surveillance systems through health and nutrition information system.

  • Follow up with WFP on coordination and technical support provision to Post Distribution Monitoring (PDM), Food Basket Monitoring (FBM) as well as General Food Distribution (GFD).

  • Submit regular nutrition reports including weekly updates, monthly, mid-year, and annual reports, as well as other reports when required.

  • Advocate, inform, and communicate amongst stakeholders to ensure that refugee nutrition and food security issues are addressed and that the nutritional needs and status of refugees and other persons of concern to UNHCR are appropriately documented and disseminated including micronutrient deficiencies.

  • Establish an appropriate consultative and monitoring framework, which would draw the experience and expertise of a wide range of actors both internally and externally.

  • Support the prioritization of the nutrition strategy, and participate in the programming cycle to draw proposals and budgets related to nutrition and food assistance.

  • Perform any other duty as requested.
    Authority

  • Enforce UNHCR¿s standards and guidelines in nutrition.

  • Make recommendations to Senior Management on nutrition issues concerning refugees.

  • Represent UNHCR at the meetings related to the function

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

  • University degree in Human Nutrition or related field.
  • Minimum 8 years (6 years with advanced university degree) of relevant experience; at least 3 years of this experience should be in a capacity directly relevant to the current position in the UN or in an international organization dealing with large-scale emergencies or displaced/refugee situations.
  • Proven technical expertise in the area of nutrition and food security assessments including surveys, rapid screenings and rapid assessments in the public health nutrition areas.
  • Ability to coordinate a range of diverse actors and activities to achieve a common objective in the area of public health and WASH is essential.
  • Exposure to UNHCR mandate, its priorities and principles.
  • Knowledge and experience of working with partner agencies with a capacity to provide formal and informal training.
  • Proficiency in computer software such as Excel, PowerPoint, Word, ENA, Ep info.
  • Excellent knowledge of English language.

DESIRABLE QUALIFICATIONS & COMPETENCIES

  • Experience, advanced training and combined knowledge in various related fields: e.g. public health, food assistance, IYCF, reproductive health, WASH.

DESIRABLE ATTRIBUTES

The Nutrition Officer reports directly to the Snr Field Coordinator. The incumbent has direct or reviewing supervisory responsibility and provides overall guidance for the Nutrition functions in Gameblla Operation. The Nutrition Officer will support UNHCR efforts during the care and maintenance and emergency to ensure that international standards are met, protect and correct nutritional status and minimize avoidable morbidity and mortality among emergency affected populations of concern.
The incumbent will therefore maintain contact with NGO/Implementing partners, and country-based UN agencies on all matters related to the Nutrition Services.

CURRENT SITUATION

Ethiopia has long been hosting a large number of refugee population. Currently, 751,893 refugees and asylum seekers are registered in Ethiopia, mainly from South Sudan, Somalia, Eritrea and Sudan. They fled the consequences of natural disasters, ethnic clashes and armed conflicts in their respective countries of origin. Gambella Region of Ethiopia is located in the south-western part of the country and also has a long history of hosting refugees from South Sudan. As a result of violence that erupted on 15 December 2013 between the Government of South Sudan and opposition groups, over 316,000 refugees have since arrived in Gambella region. The Ethiopian Government has reported a continued influx of new arrivals into the Gambella region since September 2016. Refugees are hosted in seven refugee camps, including the recently established new camp, Nguenyiel. UNHCR covers these camps from Sub-office in Gambella, Field Office in Pugnido, and a field unit in Okugo. 86% of the newly arrived refugees in Gambella are women and children, altogether more than 56,000 children are below the age of 5.
Nutrition services in the refugee camps are implemented by five partners (ACF, Goal, IMC, Concern Worldwide and ARRA) through a network of decentralized nutrition centres and inpatient nutrition care through health centers and independent stabilization centers which provide 24/7 clinical services. Mortality rates are within UNHCR standards but the health status of the population remains fragile and camps remain prone to outbreaks of communicable diseases. Global acute malnutrition prevalence remains above the emergency threshold of 15% in four camps surveyed in 2016.

WORKING AND LIVING CONDITION

Gambella is a non-family duty station. Ordinary guesthouses for staff are provided with advanced plans to expand accommodation with modern facilities. There are limited banking facilities and limited medical facilities. There are daily commercial flights between Addis Ababa and Gambella. The diversity of topography in Ethiopia has resulted in a wide variety of climate in the country. The climate in Gambella is classifies as tropical. The hottest season of the region is in March/April and temperature may rise up to 45 °C, followed by a long rain season. Road network within the region is often affected by the heavy rainfall during the rain season. In winter, there is much less rainfall than in summer. The average annual temperature in Gambela is 27.6 °C. The average annual rainfall is 1148 mm.

SECURITY CONSIDERATIONS

Gambella is classified as security level -phase 4. The security situation in Gambella region has seen a significant deterioration in early 2016. The region is at present classified as security level 4. The current security situation in the entire Gambella region remain tense and unpredictable. Increase of criminality in Gambella town. Police have been reporting house breaking and street robbery related criminal activities. The restriction of movement is imposed on the movement of the staff member and the activities in the field, depending on the development of security situation. The security situation is expected to remain the same with no major changes according to the current reading of the situation. Road accidents are very common in Ethiopia due dangerous driving and non-enforcement of traffic laws.

The Public Health Section's objectives are to reduce morbidity and mortality among UNHCR¿s populations of concern and to improve their quality of life.   • Ensure proper and timely UNHCR and WASH partners¿ accountability regarding supply, non-supply and emergency assistance.

  • Work in a multi-sectoral and co-ordinated approach within the office and with WASH partners.

  • Represent UNHCR in technical coordination bodies, meetings at Gambella level and support effective coordination and liaison with partners and stakeholders.

  • Participate in identification of qualified WASH Assistant for deployment to field operations.

  • Support contingency planning for WASH response and be available to rapidly deploy to the field from the onset of refugee emergencies to support the initial response and development of technical strategies, partnership arrangements and field coordination.

  • Support, provide guidance and analyse the WASH monitoring systems, KAP surveys and other WASH assessments.

  • Coordinate and participate in joint needs assessment, WASH assessment of refugees.

  • Assist in the design and implementation of the monitoring and evaluation system for WASH programmes.

  • Support the efforts in resource mobilisation in the area of WASH and develop/assist in project proposal writing and fundraising.

  • University degree in Water and Sanitation or Environmental or Public Health Engineering/Water Resources Development or in one of the Civil Engineering disciplines of Water Supply and/or Hydrology) or Sanitation/Hygiene Engineering.
  • Minimum of 8 years (6 years with advanced university degree) progressively responsible functions in water/sanitary engineering or a related field in developing countries dealing with large scale water/sanitary activities.
  • Specific and proven skills and training in the areas of environmental sanitation, natural resources management, water quality, bore-hole drilling, vector control and appropriate technologies are other important elements for this post.
  • Proficient in basic computer software, including engineering design tools.
  • Excellent knowledge of English (written/oral/comprehension).

Women and children, who comprise 75% of the internally displaced and refugee population, have been affected disproportionately by the conflict. The Ethiopian Government has reported a continued influx of new arrivals into the Gambella region in the western area of the country, hosting them in four newly established refugee camps at Tierkidi, Kule, Jewi and Pugnido 2 in addition to the previous established camps in Pugnido and Okugo. The total number of South Sudanese refugees who have entered Gambella, Ethiopia after December 15, 2013 is 220,076 and currently stands 273,912 as of 30 June 2016 who are all sheltered in six camps. UNHCR covers these camps from Sub-office in Gambella, Field Office in Pugnido, and a field unit in Okugo. 90% of the newly arrived refugees in Gambella are women and children. 67% of the refugee population are children, of which 20,678 are classified as unaccompanied children or separated children. 70% of adult population are women.

Under the direct supervision of the Senior Field Coordinator, in liaising with Brach Office Public Health team, the Public Health Officer is expected to provide policy and technical guidance on health, training, carry out joint assessments, coordinate implementation of the programme with WFP and UNICEF, ensure standard settings and protocols, compile and provide data on health situations.
The Public Health Officer is expected to contribute to the development of specific inputs to health programmes. Responsibility

  • Ensure that health care service delivery in UNHCR operations, including nutrition, is based on Ministry of Health, UNHCR and/or internationally recognised and most up-to-date standards and policies.

Ethiopia: Call for Expression of Interest - Final Evaluation for Better Health for Older People in Africa Project

1.Background

HelpAge International helps older people claim their rights and challenge discrimination and poverty, so that they can lead dignified, secure, active and healthy lives. HelpAge International is implementing ‘The Better Health for Older People in Africa’ programme between, July 2014 and June 2017 with a total budget of GBP 3,910,354 funded by DFID. The programme is implemented in four countries: Mozambique, Zimbabwe, Tanzania and Ethiopia.

The overall aim of the programme is to make poor older women/men and their households less vulnerable to illness and worsening poverty through provision of better access to health and care services. Efforts to provide age – appropriate health, HIV and care services as well as social entitlements that will better enable them to meet their health needs as well as efforts on improving the accountability of service providers and policy makers both locally and nationally were also made.

There are four months of implementation remaining before programme phase out. Under donor stipulations and because Helpage international has a string ethos of learning from its programmatic work this final evaluation of the work between April – May 2017 will be conducted.

· Target Beneficiaries

Direct Beneficiaries– 387,763 older women and men (232,658F, 155,105M), over 50 years of age in the programme areas will access improved health care services (age – friendly and gender sensitive).

1,718 health staff will benefit from the training supported by the programme.

Indirect beneficiaries– 938,853 family members, from older people households will benefit. This is assuming that one household has five members. Thus, improving the health status of an older person at the household level, will lead to improved livelihood status within the household, making an older person less dependent on the other household members.

· Programme Management

HelpAge International, is an international network of organizations working on ageing with a London secretariat. HelpAge manages the programme through its country offices, Africa Regional Office (based in Nairobi, Kenya) and its headquarters in London.

Age International is the UK affiliate of the HelpAge Network and has the overall responsibility of overseeing the programme management, reporting and donor liaison. It also has the responsibility of sharing the programme learning widely.

HelpAge country offices/representatives manage the country programme through working closely with national partners; coordinating with the regional HelpAge office, monitoring activities and reporting.

2.Purpose of the Evaluation and Intended Use

The final evaluation will strive to interrogate the extent to which programme objectives have been met and will utilize the OECD-DAC criteria (relevance, effectiveness, efficiency, impact and sustainability) from which to structure the evaluation. It aims to build upon the mid-term evaluation that was conducted in 2016; see if recommendations from the evaluation have be me and identify key learnings that will help improve future health programming in HelpAge international.

Evaluation findings should be applicable for health programming in the regional and national contexts in which programme implementation was conducted. The findings are expected to inform decision making, foster an environment of learning, and promote greater understanding of effective health service provision for older persons in Africa.

3.Objectives of the Final Evaluation

The main objective of the evaluation will be to test the extent to which the programme has realized its broader theory of change

5.Methodology

A mixed methods approach will be undertaken consisting broadly of 2 main components:

  1. Desk review: all programme documents such as the project proposal, quarterly reports, budget, mid-term evaluation report etc. will be reviewed against the results framework. Documents shaping the wider external environment such as in country policies, strategies employed by regional bodies will be reviewed.

  2. Field work: field visits to a representative sample of selected partners in all programme implementing countries will be conducted. Data collection methods might include: Key Informant Interviews, Focus group discussions and Participatory mapping and story-telling (encouraged)

  3. Analysis and Reporting: the evaluator/s will undertake robust and appropriate analysis of the data and provide ample opportunity for feedback and resonance testing.

6.Specific Tasks and Deliverables

The evaluator will undertake the following tasks:

• Undertake a document review to become familiar with the project.

• Develop an evaluation framework, methodology and tools and refine these with the HelpAge staff.

• Undertake data collection and analysis according to HelpAge guidelines on evaluation quality

• Present draft findings and recommendations to all relevant project stakeholders

• Prepare a draft report for review, circulate and consider comments

• Prepare and submit a final report according to HelpAge guidelines on length and structure

HelpAge will support with provision of required documents, logistics and coordinating with countries/locations/stakeholders where evaluation consultations will take place and providing comments on evaluation draft/s.

7.Expertise Required

• A postgraduate qualification (Masters or above) in Social Sciences or International development and/or public health with a minimum of 5 years’ experience in Research, Monitoring and Evaluation.

• Proven experience of evaluating complex multi-country programmes especially in the area of health and advocacy

• Experience and familiarity with aging and gender

• Strong communication skills, proficient in working across all levels of institutions with experience of conducting primary data collection activities sensitively in a range of contexts.

• Excellent report writing skills in English

· Experience of evaluating digital data collection and analysis systems

8.Time-frame

The evaluation should commence not later than May 2017. It is anticipated that the evaluation will take no more than 30 working days, including, preparation and piloting the tools, briefings/debriefings and external meetings, presentation/revision of findings to HelpAge and other stakeholders and preparing draft and final reports.

SCOPE

The International Rescue Committee (IRC) in Ethiopia, seeks a dynamic, highly qualified individual for its Deputy Director for Programs (DDP). The DDP reports to the Country Director (CD) and is responsible for overall leadership in the design, implementation, and management of IRC Ethiopia's complex program portfolio. She/he manages and has direct oversight of the Program Department's Technical and Accountability & Learning Units, and is expected to help conceptualize and promote program innovation and strategic direction and growth. The DDP assists the CD in the planning and implementation of activities crucial to the success of field programs, including government and donor relations. This includes senior-level, internal and external coordination and stakeholder engagement, including with donors, government and non-government partners, and IRC technical and regional support teams; overseeing multi-sector project design, implementation, and management staff to propose, coordinate, and deliver quality programs aligned with strategic priorities and beneficiary needs; and leading strategic funding opportunity tracking and partnering decisions.

ESSENTIAL FUNCTIONS

Programming

  • Provide overall leadership and management to IRC Ethiopia programs, leading and promoting strategic program direction and growth and ensuring programs align with strategic priorities.
  • Work closely with others in senior management to ensure timely strategy action plan delivery, monitoring, and reporting, including the rollout of related strategic initiatives; and lead strategic action plan review processes.
  • Liaise with key donors on funding opportunities, program priorities and strategies, and ongoing program successes and/or support needs.
  • Ensure program meetings are held regularly, encouraging a holistic approach and ensuring that cross-sectoral collaboration and innovative strategies appropriate to the context are introduced/implemented.
  • Oversee and facilitate decision-making related to project design, pursuance of funding opportunities, and partnership/consortia development.
  • Ensure that program/technical staff provide required input to proposal development and grants management teams in the process of new funding proposals, grant and budget revisions, and cost modifications, as well as donor reports.
  • Investigate opportunities to expand existing programming and to develop new programming relevant to IRC capacities and strategic priorities, and provide senior-level, strategic direction and direct support as needed to the proposal development team to ensure cross-departmental inputs are timely and of high quality standards.
  • Oversee Accountability & Learning staff to ensure coordinated monitoring, evaluation, and learning support across program teams at the field and main office level.

Project Management

  • Work with program teams and operational departments (e.g. Finance, Supply Chain) to strengthen and ensure consistent, accurate use of planning and tracking tools and systems.
  • Ensure that budget versus actual analysis is carried out regularly by program teams; that the budget holders and all relevant program staff review BVAs each month and take an active role in managing the budgets according to donor and IRC requirements; recommend interventions to correct any deviations that impact budget adherence.
  • Take a lead in identifying inter-departmental issues; facilitate process of finding solutions and follow up on implementing agreed steps.
  • Promote, and participate in regional coordination and program learning exchange efforts, and identify key program learning could be applied to enhance quality and inform program design/management.
  • Serve as an IRC focal point for large strategic projects (e.g. large-scale USAID-, EU-, DFID-funded resilience/development programs), including oversight of and support to IRC project directors where applicable.

Human Resources & Capacity Building

  • Directly supervise up to nine senior technical/project staff: WASH, Health, Child and Youth Development, Community Wellbeing, Accountability & Learning, as well as project-based coordinators and directors/DCOPs.
  • Provide complementary oversight of Emergency Response and Grants Units with the CD.
  • Promote positive and productive teamwork and overall working environment.

  • With the CD, take a lead in donor relations, representing the IRC at various donor and other internal and external stakeholder forums.

Requirements

Professional:

The Monitoring Evaluation, Accountability and Learning (MEAL) Coordinator is responsible for developing and coordinating the implementation of comprehensive MEAL system to enhance our ability to demonstrate the impact of our humanitarian response in Ethiopia.

BACKGROUND:

Oxfam has been working in Ethiopia since 1974, devoted to empowering people against poverty. In 2015-16, the organization consolidated its efforts to meet the needs of the most vulnerable and has reached close to one million people across Ethiopia with life-saving humanitarian assistance. Oxfam’s Humanitarian programme currently operates through 3 field bases in Jijiga, Dire Dawa and Gambella and getting prepared to open three new satellite offices in remote field locations as part of its ongoing drought response. The development team currently operates in Oromia, Amhara, Tigray and Somali region.

The current humanitarian programme primarily includes two CAT 2 responses as follows: (i) 14 Million GBP drought response with a target of benefitting 700,000 people (Programme Focus WASH and EFSVL with gender and cross protection as cross cutting) in Somali, Oromia and Afar region both direct and through partners; (ii) 8 Million GBP response to South Sudan Refugee Crisis in Gambella with a target of benefitting 70,000 people (Programme Focus WASH and EFSVL with gender and cross protection as cross cutting). Oxfam is currently in process of winding up its AWD response in both Addis Ababa and Somali region. In addition, Oxfam has multiple emergency preparedness programme focusing on self and partners’ capacity building.

KEY RESPONSIBILITIES:Undertake overall lead and provide support to Oxfam and partners’ teams in designing and ensuring the operationalization and implementation of effective MEAL strategies and plans for humanitarian response programme at all levels in line with Oxfam standards.

· Provide technical advice and support in designing and implementing humanitarian response programme and project MEAL systems, including the definition of specific processes, methodologies and tools.

· Identify, test and roll-out innovative MEAL approaches and methods including use of ICT – particularly for monitoring, accountability and beneficiary feedback in remote humanitarian response programming settings.

· Ensure compliance with Oxfam’s beneficiary counting methodology, and lead on initiatives to strengthen data and information management.

· Provide assurance and control of the quality of humanitarian response programme and project MEAL that is appropriate to the context and in line with Oxfam standards.

· Work with the Oxfam and partners’ humanitarian response team to develop a culture of programme quality and knowledge-driven programming, providing support to management for evidence-based decision making processes.

· Advice and support Oxfam and partner teams on quality information gathering and analysis at community, local and national level to facilitate informed programme and project design.

· Facilitate identification of needs, planning, and implementation of Oxfam and partner’s humanitarian response team capacity building in MEAL, and build capacity of Oxfam and partner staff to deliver MEAL, including through induction, training, and coaching.

· Promote and facilitate the identification of learning from MEAL practices by Oxfam and partners humanitarian response team, ensure that knowledge and learning is shared internally and externally, and promote replication of good practices across the country programme.

· Ensure that Oxfam’s humanitarian response MEAL system is linked to wider UN cluster and inter-agency M&E initiatives and developments, and liaise with technical teams to ensure coordination with sectoral working groups and processes.

· Contribute to and support implementation of regional and global Oxfam programme quality strategies, processes, policies, and initiatives. This includes contributing to effective corporate processes and reporting (e.g. Output reporting, indicative outcome areas, Program Quality Reviews etc).

SKILLS AND COMPETENCIES:

· Relevant qualification (preferably post graduation) in Development Studies, Social Sciences, Project Management or closely related fields, with specialized training in monitoring and evaluation, or a combined professional qualification and sound experience;

The current humanitarian programme primarily includes two CAT 2 responses as follows: (i) 14 Million GBP drought response with a target of benefitting 700,000 people (Programme Focus WASH and EFSVL with gender and cross protection as cross cutting) in Somali, Oromia and Afar region both direct and through partners; (ii) 8 Million GBP response to South Sudan Refugee Crisis in Gambella with a target of benefitting 70,000 people (Programme Focus WASH and EFSVL with gender and cross protection as cross cutting). Oxfam is currently in process of winding up its AWD response in both Addis Ababa and Somali region. In addition, Oxfam has multiple emergency preparedness programme focusing on self and partners’ capacity building.

KEY RESPONSIBILITIES

Procurement and Supply Management

· Ensure strict compliance with all Oxfam logistics policies and procedures while managing logistics functions;

· Make assessment of logistics needs & issues for every new projects and provide inputs for budget and project proposal preparation;

· Ensure all suppliers’ contracts are properly managed and executed;

· Promptly prepare logistics plans and implement according to the programme/project cycle (start-up, implementation and closing);

· Ensure a clear and transparent supply chain; including prompt ordering and receipt of supplies in a timely and cost effective manner and conduct tender processes;

· Prepare and submit procurement tracking sheet, schedules and monthly reports;

· Ensure adequate filing and documentation of both Oxfam GB and partner procurement and contract documents as per the documentation policy guidelines to ensure compliance and audit trail;

· Oversee management of procurement and other logistics functions to ensure goods and services are purchased in time to facilitate Emergency Response Program implementation at the same time ensuring the organisation receives value for money;

· Ensures stock and purchase requisitions are completed following the Oxfam’s compliance guidelines and escalating when required to national level;

· Prepares the Supply pan proposed by the Program Manager, as well as the stock replenishment strategies;

· Prepare and send monthly and quarterly report regarding stock movement and reconciliation.

· Ensures the correct implementation of the Procurement Guidelines in line with the nature of the Emergency Response Program oversees open and closed tender procedures and performs bid analysis together with the Tender Committee;

· Ensure and provide support (training and hand holding) to Oxfam partners to strictly follow all the above functions; undertake regular monitoring and support visits to partner areas.

Warehouse and Stock Management

· Ensure that all goods are packed safely and segregated according to their nature;

· Manage stock data and tracking systems in accordance with Oxfam GB standard procedures;

· Ensure receipt of goods are in good order as described on the purchase order & requisition ensuring relevant technical advice for receiving goods of specific technical nature;

· Facilitate the loading/unloading of store goods when dispatching to projects;

· Carry out regular stock reconciliation and report of any discrepancy to the line manager;

· Ensure all health, safety and security precautions by all people involved in the store;

· Ensure the timely maintenance of the store building (s) and all equipment related to safe store keeping;

· Ensure that there is no unauthorized access to the store and the store area is smoke free;

· Produces stock/warehouse management reports on a monthly basis;

· Ensure and provide support (training and hand holding) to Oxfam partners to strictly follow all the above functions; undertake regular monitoring and support visits to partner areas.

Asset Management

· Manage asset inventory and tracking systems for all Oxfam GB assets in Jigjiga office and liaise with Addis office as necessary.

· Conduct periodical and annual inventory counting and report to the line management according to Oxfam GB procedures;

· Keep track of all asset and equipment movements and updates asset and equipment register;.

· Prepare list of obsolete asset and items for management decision and carryout the disposal accordingly;

· Ensure all assets and Oxfam properties are maintained to a good working order and appropriate standard;

· Produces asset and equipment reports on a monthly basis.

· Ensure and provide support (training and hand holding) to Oxfam partners to strictly follow all the above functions; undertake regular monitoring and support visits to partner areas.

Transport and Vehicle Management

· Ensure that office vehicles are checked daily and road worthy before any assignment;

· Place logbook for each vehicle and monitor records for accuracy and completeness;

· Ensure that all Oxfam GB vehicles insurance is renewed and up-to-date;

· Facilitate for timely annual vehicle technical inspection;

· Maintain data and update records of all vehicles;

· Ensure that daily transport is organised for courier service and driver are assigned based on the requests received;

· Maintain appropriate contracts with transportation companies and ensure all non-Oxfam drivers and transport companies hired for specific purposes know and follow Oxfam driving policies and procedures and are maintained up to Oxfam standards;

· Ensure that drivers’ testing is conducted and records of staff authorized to drive is maintained and kept up-to-date;

· Establish regular service schedule and ensure proper maintenance is carried out by liaising with vehicle garage;

· Prepare reports of vehicle usage according to Oxfam GB guidelines on a monthly basis.

· Ensure and provide support (training and hand holding) to Oxfam partners to strictly follow all the above functions; undertake regular monitoring and support visits to partner areas.

Guest House Management

· Ensure safety and security of Oxfam staff and assets in its guest house;

· Ensure that the guest house is managed professionally;

· Undertake prompt and appropriate actions on staff concerns who are residing in Oxfam guest house

Oxfam specific

· Actively participate in the implementation of Performance Management. Including objective setting, performance review, upward feedback and personal development plans. Ensuring relevant aspects of Oxfam GB’s work in Ethiopia e.g. gender equity is reflected in your objectives.

· Ensure appropriate and effective performance management of line managed staff

· Be a member of Oxfam’s team; participating in appropriate staff meetings, planning sessions and on-going liaising as needed.

· Provide procurement management support to all field offices including support and training as required.

SKILLS AND COMPETENCIES:

BACKGROUND:

Oxfam has been working in Ethiopia since 1974, devoted to empowering people against poverty. In 2015-16, the organisation consolidated its efforts to meet the needs of the most vulnerable and has reached close to one million people across Ethiopia with life-saving humanitarian assistance. Oxfam’s Humanitarian programme currently operates through 3 field bases in Jijiga, Dire Dawa and Gambella and getting prepared to open three new satellite offices in remote field locations as part of its ongoing drought response. The development team currently operates in Oromia, Amhara, Tigray and Somali region.

Oxfam is currently responding to drought in Ethiopia following its response strategy (Programme Focus WASH and EFSVL with gender and cross protection as cross cutting) having ambition of benefitting 700,000 people with a total budget of 14 Million GBP. As part of Oxfam’s drought response programme, it is leading a ECHO funded project in consortium with Save The Children International and Islamic Relief Ethiopia. The ECHO project is planned to be implemented in Doolo, Afder and Shebelle Zone. In addition, Oxfam is also implementing OFDA and GAC funded drought response project in Doolo, Afder, Jarar and Fafan Zone.

KEY RESPONSIBILITIES:

Delivery of ECHO project (60%)

· Overall responsible for the coordination and management of ECHO funded consortium drought response project;

· Provide oversight on consortium partners and partners coordination aimed at ensuring an effective and consistent / harmonised implementation of the action as contracted by ECHO;

· Development of coordination tools and modalities for the consortium partners to ensure internal action coherency in compliance with ECHO requirements and aligned with the overall consortium response;

· Ensure that an effective monitoring system is in place and well operating for achieving the targets agreed as per ECHO contract, in relation to programme activities, budget allocations and financial expenditures;

· Undertake regular field visits to monitor the project progress across all consortium partners; Organise joint monitoring visits followed by progress review meetings involving consortium partners and government authorities on regular interval (at least once in every quarter);

· Identify and effectively manage all key risks related to the project;

· Manage the financial system for the programme with partners and identify, implement and improve accountability mechanisms across the consortium;

· Ensure that implementation adheres to humanitarian international standards and approaches (such as, but not limited to, Core Humanitarian Standards, Humanitarian Accountability Partnership International (HAP-I) Benchmarks, SPHERE;

· Work closely with Oxfam’s grants and MEAL team and PMs of consortium partners for the timely and high quality donor reports (Narrative and Financial) and other compliances in line with approved proposal and donor contract;

· Lead and support learning and dissemination at Somali regional level and represent ECHO consortium / Oxfam at Somali regional level WASH cluster, DRM ATF and other relevant coordination forums;

· Line manage staff in line with Oxfam policies, ensuring that they have the necessary induction, strategic guidance and management support;

· Undertake other responsibilities as assigned by the line manager.

Support in delivery of other drought projects in the same geography (40%)

· Closely work with and manage Oxfam’s area managers for Jarar, Fafan and Afder;

· Ensure high quality and timely delivery of ongoing projects funded by OFDA, GAC and Oxfam’s internal resources in Doolo, Afder, Jarar and Fafan Zones;

· Manage partnership with local NGO partners which are implementing different projects;

· Responsible for oversight of projects’ budget;

· Support in producing progress reports for internal and external circulation including donor reports;

SKILLS AND COMPETENCIES:

· Relevant qualification (preferably post graduation) in any related field of Development, livelihood or humanitarian context on WASH / food security programming;

· At least 5 years of solid practical multi country experience of working in humanitarian programme having WASH / Food security & livelihood focus and 2-3 years in senior managerial role in humanitarian / development programme;

· A minimum of two years’ experience of ECHO contract management essential, including budget holder responsibilities,

DRC aims to create a synergy between the different humanitarian aid and development projects in the EAY – both in terms of geographical coverage and types of activities implemented in support of refugees and populations displaced or otherwise affected by conflict, consequences of climate change and natural hazards in the region.

DRC’s mandate is driven by three global strategic objectives within the DRC Response Framework: 1) Saving lives by meeting the life-saving, immediate needs of the vulnerable, 2) Reduce displacement related risks and support and facilitate solutions and 3) reduce displacement by promoting peaceful, inclusive and resilient societies and address root causes to displacement. DRCs current regional objective is to support and strengthen a regional protection framework for displacement affected communities throughout East Africa and Yemen. The region has developed a programme framework specific for the current context in which all projects and programmes contribute.

The main focus of the Regional Cash Expert relates mainly to the saving of lives and alleviation of immediate suffering objective, but will also contribute to working towards the other objectives.

Overall Responsibility

The overall responsibility of the Regional Cash Expert (RCE) is to coordinate and improve existing cash and voucher programs, assess current conditions for CTP, and propose a DRC CTP regional strategy to ensure harmonisation and consistency in how DRC uses CTP as a tool to meet programme objectives. In this regard the RCE will work for all the programmes within the East Africa and Yemen region on a needs and request basis with additional support provided to South Sudan. Support requests will be approved on a case-by-case basis by the Senior Management Team. When seconded to a specific programme/task, the RCE represents the Regional Office, but reports to the individual CD.

Specific Duties

  • Provide technical support to the design, implementation and monitoring of cash transfer programming in the seven DRC EAY regional countries;
  • Provide training to both programmes and finance staff on CTP;
  • Undertake feasibility assessments for new operations or new projects/programmes in existing operations;
  • Work closely with the Regional M&E advisor on developing a CTP M&E system set-up, in coordination with country offices– data collection, database management, M&E outputs, analysis, evaluations etc.;
  • Participate as relevant – depending on ongoing tasks - in coordination mechanisms throughout the region and represent DRC as requested;
  • Review and revise Regional SOPs for all aspects of CTP;
  • Support country programmes to incorporate a Cash Transfer Program strategy into existing DRC strategy documents i.e. Emergency Preparedness and Response Plans, Sector strategies, Annual Strategic plans etc. including – context analysis, program justification, targets, geographic areas, etc.
  • Guarantee that DRC mandate, policies and values in programming is ensured through standard regulations and operational procedures for programming and implementation of DRC operations (e.g. Code of Conduct, DRC Programme Handbook, DRC Operations Handbook);
  • Ensure that DRC’s accountability obligations are delegated and carried out in accordance with the HAP/CHS standards and DRC protocols.
  • Other duties as agreed with the DRC East Africa and Yemen Senior Management Team

External Relations:

The Cash Coordinator maintains extensive contacts with relevant technical working groups in Nairobi and within Country operations, specific donors, well as field representatives of relevant UN agencies, donors and partners

Qualifications

  • Post graduate degree relevant to food/economic security and livelihoods work or equivalent experience (5+ years)
  • Minimum 3 years’ experience of planning and delivering cash transfer programs
  • Training in cash transfer programming principles and best practices (CaLP or equivalent)
  • Strong analytical and conceptual skills in humanitarian programming, with experience in assessing emergency needs, market analysis, response analysis and program design,
  • Skills and experience in mentoring, training and capacity building
  • Proven skills in participatory methodologies in assessment, program design and implementation
  • Familiarity with humanitarian principles and the Code of Conduct
  • Experience in ensuring beneficiary accountability in humanitarian programming
  • Fluent in English; French or a regional local language considered an asset

Reporting:

This position reports to Regional Deputy Director.

General

Commitments:

DRC has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework into the work of DRC

Conditions

Availability: As soon as possible

Duty station: The position will be based in Addis with frequent travel within the region .

Contract: 6 months contract dependent on both funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as A13.

For qualified National staff the terms of employment will be in accordance with DRC terms for National staff
