About the role: This is a 12 month (with possible extension) role with unaccompanied terms based in Gambella with a salary of Grade B (between €32,490 - €39,723)**.** You will report to the Programme Director and will manage all staff in the Gambella programme area. We would like you to start as soon as possible.

Your purpose: Concern has been implementing an Emergency Nutrition Programme in Gambella since 2014, with South Sudanese refugees and some work with the host population. We currently carry out nutrition programming for refugees in Pugnido camp and employ a team of approx. 70 people. You will have a health & nutrition background and will assist in the development of the current programme in Pugnido and to develop other programming opportunities for the organisation in the area, both within the refugee and host communities. You will collaborate and consult with the relevant stakeholders including national, regional and local level health offices and partners. You will also be responsible for representing Concern and coordinating with key stakeholders in health and nutrition programs at Regional level and ensure we maintain a strong profile in the area.

You will be responsible for:

General

  • Overall management of the existing nutrition programme in Pugnido camp
  • Ensure that programme implementation is within the framework of the Ethiopian government policies and regulations, the organization’s strategic plan, sectoral policies and strategies and as outlined in the respective programme documents

  • Provide coaching and technical support to the Nutrition Programme and Senior project officers in the design, management and monitoring and evaluation of the programme

  • Support to diversify funding source for the implementation of the Gambella programme

  • Oversight of support functions to ensure that Concern’s operations run smoothly and efficiently

  • Network, maintain communication and share experience with relevant departments within Concern, partner organizations and other organizations to ensure the efficiency and effectiveness of project activities, to raise the organizational profile and promote best practices

Strategic and Programme Management

  • Ensure the Gambella programme is implemented within the framework of Concern Ethiopia’s Strategic Plan and within government and Concern policies and strategies
  • Actively participate in strategic planning and contextual analysis in Gambella with a view to the further growth and development of the Gambella programme

  • Ensure that national CMAM and IYCF guidelines are adhered to and the project objectives are met.

  • Ensure that all Concern mainstreaming policies are incorporated into all programme planning and implementation

  • Assist the team in Gambella to develop a work plan, M&E and a procurement plan based on the funded proposals and in line with Concern’s country strategic plan.

  • Together with the programme team, develop and scale up the health & nutrition project to achieve increased coverage of CMAM and the up-take of improved IYCF

  • Help in recruitment of additional national staff as needed and train, mentor and supervise these to ensure quality treatment services, outreach work, and behavioural change activities based on actual training needs and project performance.

  • Ensure a strong monitoring system is in place and that programme data on key nutrition indicators is collated

  • Adapt and improve the existing programme on an ongoing basis, based on careful review of monitoring and evaluation findings and discussion with the SMT and the Health & Nutrition Advisors.

  • Regularly report on programme outcomes, activities, processes and lessons learned in the form of internal as well as nutrition cluster reports

  • Contribute to the development of nutrition programme proposals, budgets and concept notes as needed, particularly building on lessons learned from previous programme experience

  • Provide technical and managerial support to the Gambella programme team to conduct contextual analysis and identify new programme interventions and new partners

  • Work with the programme managers and Senior project officers, relevant Concern Advisors, partners and the Programme Director to develop project proposals for funding

  • Guide the programme managers and senior project officers to prepare and submit timely and good quality reports ensuring Concern, donors and government requirements are met in terms of time and reporting format.

  • Compile and edit sectoral narrative and financial reports and submit to the relevant PD as per the reporting schedule and format.

Networking and Coordination

  • Represent Concern at different forums in Gambella and raise the profile of the organization with UN, NGO and Government stakeholders
  • Network, maintain communication and share experience with relevant organizations to ensure the efficiency and effectiveness of project activities and promote best practices.
  • Together with the programme team, establish and maintain cordial working relationship with partners, local and regional government bodies, NGOs and collaborating line bureaus
  • Network for learning and experience sharing with Concern Advisors, partner organizations, relevant organizations and Concern World Wide relevant departments to learn and inform on best practices, approaches, tools and methods of programming in all aspects of Gambella programme areas.

Human Resources:

  • Line-manage the programme area staff/team to ensure effective and efficient programme implementation, partnership relationships and operational systems
  • Directly manage the technical programme managers and systems managers
  • Coordinate with HR and the PD to ensure capacity building and development of staff.
  • Work with the technical managers, officers and systems to develop and review their PDR and action plans
  • Hold regular coordination meetings with key team members and regular meetings with the Gambella management team to discuss issues, ensure strong communication and learn from each other
  • Assist in the recruitment of staff as necessary
  • Ensure that all HR policies and procedures are followed

Finance:

· Plan, organize, supervise and monitor the budget and activities of the programme, ensuring that individual projects are kept within budget and that any changes to project budgets, outputs or schedules are reported.

  • Review and approve budget revision requests from the direct implemented programmes including systems and partners.
  • Review monthly management accounts and ensure budgets are utilized as per plan and following standard financial procedures
  • Ensure that all finance policies and procedures are followed

Logistics:

  • Ensure that teams prepare procurement plans and that they are implemented in a timely manner by logistics staff
  • Ensure that all logistics policies and procedures are followed including procurement , transport, asset management and warehousing
  • As a Security Focal Person of the organization regularly monitor the security situation of the area and report any security threats or incidents in a timely manner.

Other:

  • Perform any other duties as requested by the Programme Director or senior management team

Your skills and experience will include:

· Relevant Degree (health, nutrition)

· At least three years’ experience in management of nutrition projects in developing countries; one or more years’ experience in Community Management of Acute Malnutrition (CMAM) desirable

· Experience in monitoring and evaluation nutrition projects, including project data management/analysis

· Experience working in IDPs and/or refugees setting and in isolated rural areas

· Experience in mass MUAC screening of under-five children, pregnant and lactating women including data analysis and use of EPI-Info and SPSS software

· Experience in managing staff and ability to capacity build and manage local staff in a mature and impartial manner

· Experience in systems and following organisational policies and procedures

· Computer skills including database management, Microsoft Word and Excel

ROLE PURPOSE

This role has been created as an opportunity to expand the knowledge and understanding of children rights and wellbeing of African young people and develop their advocacy and policy research capacity. The successful candidate will play an important role in supporting Save the Children advocacy on the implementation of the Post-2015 frameworks namely the Sustainable Development Goals and Agenda 2063 Ten-Year Implementation Plan and related policy research pieces of work.

The role holder will work as part of the African Union Advocacy Office team based in Addis Ababa, Ethiopia. S/he will support the development and delivery of advocacy content and message in coordination with the advocacy team. S/he will provide the office with policy research support, draft advocacy briefs and talking points on priority issues in coordination with the advocacy office staff. S/he will also be expected to participate in, and on other occasions represent the office in external information gathering and lobby meetings.

A work plan, as well as a learning and development plan, will be agreed with the fellow during the induction period.

SCOPE OF ROLE:

Advocacy

· Support the implementation of our advocacy strategy on the Post 2015 development frameworks namely the Sustainable Development Goals and Agenda 2063 Ten-year Implementation Plan, and acting as the focal point on these agendas for the Addis Advocacy Office

  • Assist with timely and tactical lobbying, influencing and sustaining alliances with key targets in the African Missions, AU, UNECA, (at regional and national levels) on key priorities
  • Work with and engage with other CSO groups advocating for the joint implementation of both frameworks and the establishment of a Pan African accountability mechanism.

Policy Research and Other Outputs

  • Draft policy briefs on key advocacy priorities
  • Draft advocacy briefs prior to key advocacy events in coordination with advocacy team
  • Assist in the documentation of policy case studies, lessons learned, advocacy campaigns and project reporting in support of the Addis Advocacy Office activities

Background and Rationale -

With a population of 818 000 inhabitants according to the 2009 census and sustained economic growth the Republic of Djibouti is a middle-income country. Seven out of 10 inhabitants live in urban areas and six out of 10 in the city of Djibouti. The under-five morality rate dropped from 123 deaths per 1,000 live births in 1990 to 91 per 1,000 in 2010. Efforts to improve the child survival and development rates face nutritional challenges since 23 per cent of children under five are underweight. The maternal mortality rate is very high; there are currently 300 maternal deaths per 100,000 live births. Nine out of 10 people now have access to drinking water, but only 50 per cent of the population has the use of improved sanitation facilities.

Djibouti is facing a widespread AIDS epidemic; the prevalence rate is 2.5 per cent for adults. Only 40 per cent of people living with HIV have access to antiretroviral drugs and only 3 per cent of pregnant women follow a comprehensive prophylaxis programme to prevent mother-to-child transmission of the virus. The situation of young people outside the school system is of particular concern because they lack "life skills". Although Djibouti is on track to eliminate gender disparity in primary education by 2022, one of every four children is not enrolled in school. Girls still represent a minority of first-year enrolments in basic education (45 per cent).

The UNICEF programme in the country is adjusting to the changing development/country context, but to be able to put the urgently needed interventions into practice, a reliable and large amount of funding is needed over several years to come. To ensure the funding needed for the next few years, the country office s has developed a concrete 2014-2015 Fundraising and Leveraging strategy including an action plan, involving bilateral as much as private donors. Advocacy for key children related topics, as well as leveraging resources for children is also a must for the office. Finally, the office urgently needs good quality proposals and donor reports to regain the trust of the donors in the CO and maintain some key partnerships. The Djibouti Country Office (DCO) has developed a 2015-2017 Communication and Public Advocacy Strategy in line with the Global Communication and Public Advocacy Strategy's strategic orientations which still needs to be implemented. The national company, Djibouti Telecom, has the monopoly on all telecom services. The online community remains limited. Internet access in Djibouti is still relatively slow and costly, with limited or non-connectivity in most rural areas. However, the country office has an active Facebook and You Tube pages.

Purpose of Assignment and Objective -

Under the supervision of the Representative, the consultant will support the Representative in assuring the quality of all external communications of the office via the web, presentations, media package, and communications to donors in the form of fundraising proposals and donor reports. Furthermore, he/she will revise and implement the Fundraising Strategy and assist to prepare briefing notes. UNICEF has a refreshed brand identity, which moved from "Unite for Children" to "For Every Child". In parallel to the UNICEF@70 celebrations, UNICEF Country office is marking its 35th anniversary. The consultant will help to reposition and strengthen the brand using a "global" approach.

Responsibilities of the consultant :

Communication and Public Advocacy

  • Review the Djibouti Communication and Public Advocacy Strategy and the Fundraising Strategy, and include an action plan 2018-2020
  • Elaborate a map of potential donors and partners in Djibouti and the Arab region
  • Serve as secretariat of the internal Fundraising Task Force
  • Prepare a comprehensive presentation/advocacy package of the Country programme using the new brand "For Every Child" targeting donors and partners and update as per the needs of the office, including donor specific human interest stories and pictures from the field and develop solid investment cases
  • Assist in revamping UNICEF Djibouti website
  • Organize project sites visits and facilitate photo coverage and TV footage using both traditional and web based media
  • Update information of the action of the Djibouti CO to the WEB and social media, as well as prepare press releases and speeches for advocacy events.

    INTRODUCTION

    The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 35 countries throughout the world, including Ethiopia and Djibouti. DRC commenced work in Ethiopia in 2009 and currently provides assistance in shelter, WASH, livelihoods and protection in the Gambella, Tigray and Somali regions of the country as well as in Djibouti. In 2017. DRC in partnership with the EU Trust Fund for Africa and humanitarian partners will begin the implementation of activities under the Regional Development and Protection Program (RDPP) in Somali region.

    As part of this program, DRC will extend into the provision of sustainable energy in the refugee camps and host communities in Somali region. These activities include the provision of sustainable energy based on renewable energy sources, with particular attention to women's needs; the production & provision of energy-efficient cooking stoves; installation of solar energy lighting, solar kiosks and solar business stations; strengthening the linkages of local government with energy provision organizations, and building the capacity of local community structures and authorities in providing sustainable resource management and environmentally friendly energy.

    POSITION’S OVERALL OBJECTIVES

    The Energy Officer will oversee the planning and implementation of high quality and timely delivery of energy provision activities, under the line management of the Area Manager-Dolo Ado. He will receive technical support from DRC’s Livelihoods Advisor and work in close collaboration with DRC’s livelihoods, protection and migration staff.

    RESPONSIBILITIES AND TASKS

    · Plan, supervise and facilitate DRC’s sustainable energy related interventions in the refugee camps and host community areas.

    · Ensure the high quality and timeliness of all DRC’s energy-related activities.

    · Empower local authorities, communities and other stakeholders to manage energy-related issues and provide sustainable resource management and environmentally friendly energy

    · Facilitate relations between DRC, the target communities, and local authorities, taking particular care to consider girls and women’s specific needs within energy provision.

    KEY RESPONSIBILITIES:

    Technical responsibilities

    · Primary focal person for all energy interventions in DRC Somali region;

    · Provide technical advice to the mapping and identification of appropriate energy saving stove solutions, such as bio mass stoves, ensuring their production, installation, training and follow-up on their proper use;

    · Provide technical advice for the manufacturing/ repair, proper installation and smooth operation of streetlights, technical efficiency of solar kiosks and other related fields;

    · Empower local authorities, communities and other stakeholders to manage energy-related issues and provide sustainable resource management and environmentally friendly energy.

    · Facilitate the identification of local energy organizations and establish/strengthen linkages between local authorities and structures and such organizations;

    · Support the establishment and functioning of Natural Resource Management Committees, in collaboration with livelihoods and WASH staff;

    · Develop and implement surveys and needs assessment in refugee and host community areas in collaboration with field team and other stakeholders;

    · Organize and implement training for communities as per identified needs.

    Program management responsibilities

    · Prepare, regularly review, and implement the activity plan for energy provision, as per requirements under the RDPP projects;

    · In collaboration with DRC’s area management and procurement team, prepare and implement procurement plans for the timely delivery of activities;

    · Regularly monitor and evaluate the projects performance, provide timely inputs, feedback and impact of the DRC Energy interventions in Dollo Ado;

    · Support the Area Manager in preparing and implementing of annual and quarterly work plans;

    · Ensure the application of humanitarian principles and DRC’s Code of Conduct and commitments under the Core Humanitarian Standard in all actions and activities;

    INTRODUCTION

    POSITION’S OVERALL OBJECTIVES

    The Livelihoods Officer will oversee the planning and implementation of high quality and timely delivery of livelihoods activities, under the line management of the Area Manager-Dolo Ado, with technical support from DRC’s Livelihoods Advisor, and in close collaboration with DRC’s energy, protection and migration staff as well as livelihoods staff from partner organizations.

    Scope The International Rescue Committee (IRC) is seeking a dynamic, analytical, and highly motivated individual for the position of Accountability and Learning Coordinator. The ideal candidate has worked in programs (e.g. design, management, monitoring) and has concrete experience with compliance, monitoring and evaluation, and tracking systems and processes.     INTRODUCTION

DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, response to gender based violence, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

    DRC, as part of consortia comprised of DRC and other NGO partners, is seeking an experienced Legal Protection Coordinator to be based in Shire Endaselassie to oversee the implementation of activities related to Access to Justice under funding by the European Commission’s Regional Development and Protection Programme in Ethiopia (RDPP). The project aims to create evidence-based, innovative and sustainable development and protection solutions for refugees and their host communities in Ethiopia, thereby discouraging risky irregular migration. These activities will be in Hitsats, Mai Aini and Adi Harush refugee camps in the Tigray Regional State as well as in refugee communities in in Somali Region.

    The Legal Protection Coordinator will provide technical support and quality assurance to Access to Justice Activities implemented in similar projects in Dolo Ado and Fafan Zone of Somali Region. While the position will be based in Shire, the Legal Protection Coordinator is expected to provide support to Access to Justice Components and technical staff, including by to travel to other sites including Addis Ababa, an estimated 25% of his/her time.

    POSITION’S OVERALL OBJECTIVES

    Working under the day-to-day supervision of the Shire-based Program Manager, the Legal Protection Coordinator will be responsible for providing technical leadership in the development of the project’s strategy, design and approach to implementation of all Access to Justice-related activities, ensuring they are well-informed and responsive, strictly adhere to best practices, and are cohesive across the areas of implementation. The Legal Protection Coordinator will also provide technical support and supervision to legal protection staff operating in Somali Region.

    The Legal Protection Coordinator will be the direct supervisor of a small team of Project Officers and Assistants and will regularly collaborate with other program staff to ensure DRC's Access to Justice activities are responsive, relevant and effectively mainstreamed throughout the organization’s program in Tigray Regional State. Furthermore, he/she will be required to provide regular support and guidance to project cycle management and new proposal development, and will work collaboratively with the Program Manager and Area Manager to monitor the overall operating context in the area. He/she will support DRC and the wider consortia partners by participating in and contributing to knowledge sharing and discussions related to Access to Justice, migration and protection issues in Tigray and Somali Regions.

    KEY RESPONSIBILITIES:

    Technical responsibilities

    • To achieve the objectives of the position, the Project Coordinator – Legal Protection Coordinator will perform and undertake the following tasks and responsibilities:
    • In collaboration with the Shire-based Program Manager and Area Manager, lead the development and ongoing reviews of a detailed strategy and work plan for all Access to Justice activities, ensuring the guiding documents draw on international best practices and global research, lessons learned from the field-level and reflect implementation realities related to key migration and protection issues in the region.
    • Provide technical guidance to Area managers in Fafan and Liben Zone to the planning, coordination and review of activities related to Access to Justice in these areas.
    • Provide ongoing technical guidance to the implementation teams in the area of Access to Justice and relevant legal frameworks, in Tigray and Somali Region.
    • Design and conduct capacity building and training activities for relevant duty-bearers and other stakeholders, such as members of judiciary or law enforcement, who provide services for host communities and refugees in the subject areas of international protection standards for refugees, migrants, and other displaced persons.

    INTRODUCTION

    The Danish Refugee Council (DRC) is a humanitarian, non-governmental organization founded in 1956 that works in more than 35 countries throughout the world, including Ethiopia and Djibouti. DRC commenced work in Ethiopia in 2009 and currently provides assistance in shelter, WASH, livelihoods and protection in the Gambella, Tigray and Somali regions of the country as well as in Djibouti. In 2017, DRC in partnership with the EU Trust Fund for Africa and humanitarian partners will begin the implementation of activities under the Regional Development and Protection Program (RDPP) in Somali region.

    As part of this program, DRC will expand our protection, migration and access to justice program into the refugee camps and host communities in Somali Region. These activities will include the mapping of needs and stakeholders in the areas of migration, protection and access to justice; forging links with legal aid providers and expanding legal aid services to refugee and host communities; expanding case management and referral systems with respect to legal aid; enhancing dispute resolution structures; and building the capacity of local community structures and authorities in dispute resolution, protection principles and standards, and migration concerns.

    POSITION’S OVERALL OBJECTIVES

    The Protection Officer will oversee the planning and implementation of high quality and timely delivery of protection activities with the view of supporting refugees and host communities to access justice and other protection services. He/she will be line managed by the DRC Area Manager and will receive technical support from DRC’s Legal Protection Coordinator for the implementation of access to justice activities.

    RESPONSIBILITIES AND TASKS

    • Plan, supervise and facilitate DRC’s protection related interventions in the refugee camps and host community areas.
    • Ensure the high quality and timeliness of DRC’s protection activities.
    • Empower local authorities, communities and other stakeholders to manage and promote access to justice for refugee and host communities, incl. local dispute resolution mechanisms.

    KEY RESPONSIBILITIES:

    Technical responsibilities

    • Primary focal person for DRC’s protection interventions in the area;
    • Collaborate with partners to prepare and conduct needs and stakeholder mapping and analysis;
    • Plan and conduct trainings on international protection standards for refugees, migrants, and internally displaced persons;

    Program management responsibilities

    • Prepare, regularly review, and implement the activity plan for protection activities, as per requirements under the RDPP projects;
    • In collaboration with DRC’s area management and procurement teams, prepare and implement protection plans for the timely delivery of activities;
    • Regularly monitor and evaluate the projects performance, provide timely inputs, feedback and impact of the DRC protection interventions in the area;
    • Support the Area Manager in preparing and implementing of annual and quarterly work plans;
    • Ensure the application of humanitarian principles and DRC’s Code of Conduct and commitments under the Core Humanitarian Standard in all actions and activities;
    • Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, disability and clan affiliation;

    Background and context

    The Background and context Danish Refugee Council (DRC) is an independent, international non-governmental organization (NGO) founded in 1956 that promotes and supports durable solutions to the problems faced by refugees, internally displaced people (IDPs), migrants, and other displacement-affected individuals around the world through a rights-based approach.     In Djibouti, DRC is present since 2015 and implements projects in Protection, Livelihoods and Migrations. DRC has field offices across Djibouti (Ali Sabieh and Obock).

    As part of an ECHO funded project, DRC intends to build capacity of the National Agency in charge of refugees, l’Office National d’Assistance aux Réfugiés et Sinistrés (ONARS) mainly in Camp Coordination and Camp Management (CCCM).

    ​Purpose

    DRC is seeking the services of an external consultant to conduct trainings and on-the-job mentoring of ONARS’ staff in CCCM. The Camp Coordination and Camp Management (CCCM) consultant will also mentor relevant governmental officials from ONARS operating in Djibouti Ville, Ali Addeh, Holl-Holl and Markazi refugee camps and supporting to design an appropriate and efficient mechanism of services delivery to refugees and partners. The CCCM Consultant will be directly supervised by the Area Manager in Djibouti and will also work closely with DRC’s staff in Ali Sabieh, Obock and countrywide.

    Note that fluency in French is mandatory to be considered for this position. Overall objective

    Strengthen the capacity of ONARS to improve coordination and information provision to the refugees and stakeholders working either in the camp, or otherwise with displaced populations.

    ​**Specific Objects and output**

    Provide a four days training for ONARS staff including:

    • CCCM theories, concepts, methods and tools as well as Project Cycle Management;
    • Develop and refine standard CCCM tools and communications materials such as:
    • 3Ws Matrix (Who is Doing What, Where?);
    • Standard operating procedures (SOPs) for verification and distribution exercises and receiving new arrivals;

    ​**Reporting Arrangements**

    The consultant will work under the technical and administrative oversight of the DRC Djibouti Area Manager. DRC program staff in field locations will provide support as needed.

    ​**Duration of assignment and conditions**

    It is anticipated that assignment will take 25 working days (excluding weekends), starting from the date both parties enter into contract but not later than March 26th, 2017.     Project Background

    In 2016, KYNE started a collaboration with The Carter Center to design and implement a behaviour change communication (BCC) programme for Guinea worm disease (GWD) eradication. Our BCC programme promotes GWD preventive measures, as well as a cash reward to enhance surveillance for cases in the remaining four endemic countries: Chad, Ethiopia, Mali and South Sudan.

    Considered a neglected tropical disease, GWD is a parasitic infection caused by the nematode roundworm parasite Dracunculus medenisis. It is contracted when people consume water from stagnant sources contaminated with Guinea worm larvae. In 1986, the disease afflicted an estimated 3.5 million people a year in 21 countries in Africa and Asia. Today, thanks to the work of The Carter Center and its partners — including the countries themselves — the incidence of Guinea worm has been reduced by more than 99.99 percent to 126 cases in 2014.

    The Role

    The Guinea Worm Eradication Programs (GWEP) in the four remaining endemic countries are responsible for overseeing the eradication program in country, and the successful post-holders will be integrated into this structure. KYNE is seeking Programme Managers to be based in N’djamena, Addis Ababa, Bamako and Kampala to support this work.

    Together with KYNE staff in Europe and the USA, the Programme Managers will form part of a global team, to ensure that BCC materials and messaging are appropriate and effective for the different country contexts. The post-holders will oversee the roll out of communication tactics in-country, working closely with GWEP staff to ensure that tactics permeate the country. The Programme Managers will also work with KYNE’s Monitoring and Evaluation (M&E) Manager to lead on data collection for M&E purposes ensuring that data is collected, collated and delivered in a timely manner, in accordance with agreed milestones.

    The post holder will build excellent rapport and effectively manage relationships with in-country stakeholders, including Ministry of Health, The Carter Center and the National Guinea Worm Eradication Programme. The post holder will also effectively communicate progress about country programmes to the rest of the KYNE team, and flag any areas of concern immediately.

    Logistics of the Role

    These are dynamic roles, and the post holders will be expected to be both proactive and reactive, according to changing country contexts. Programme Managers will ensure availability for both ad-hoc and weekly check-ins with KYNE team, as appropriate.

    Emergency health insurance and security for this role will be provided. The post holder must abide by security rules at all times. Failure to adhere to security protocols can result in contract termination and repatriation.

    A housing allowance is included for this field position, and the identification of housing is the responsibility of the post-holder. These are unaccompanied positions, and contracts are offered on a six (6) month basis. There is strong possibility of extension, based on performance.

    Program Management

DRC fulfills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation and post-conflict recovery.

    DRC commenced work in Ethiopia in 2009 and currently provides expertise in shelter, WASH, livelihoods and protection in the Gambella and Somali regions of the country. Activities implemented by DRC are funded by money raised from the Danish public and by project grants from the Danish government and other bilateral and multi-lateral donors.

    DRC’s operation in Gambella regional state currently makes up the largest portion of the DRC Ethiopia/Djibouti program’s activities in both programmatic and monetary terms. DRC’s work in Gambella is focused on responding to the refugee influx into that region from South Sudan.

    POSITION’S OVERALL OBJECTIVES

    Working under the direct management of the Protection Team Leader, The GBV Response Officer will be responsible for providing day to day case management and psychosocial support to vulnerable women, including survivors of GBV in Okugu refugee camps. The officer will also oversee the women’s centers activities including psychosocial and recreational activities, information sessions and skills building activities and supervise community refugee social workers to facilitate services for vulnerable women and girls including survivors of GBV.

    POSITION SUMMARY:

    The Director, Project Management will manage a team of project management experts who will support the ATA’s program teams as well as external stakeholders in the agriculture sector to execute on high priority project that are intended to accelerate the transformation of Ethiopia’s agriculture sector.     Purpose of the Assignment:

    Quality assurance of the baseline –quantitative and qualitative survey for the EU-SHARE project entitled multi-sectoral interventions for improved nutrition.

    Specific Assignment

    Under the supervision of the M&E specialist (P2), the consultant will be responsible for:

    1) Supervising the data collection process, both qualitative and quantitative data

    2) Checking the quality of the data entry mask, raw data and the analysis performed

    3) Delivering technical comments, corrections and suggestions for improvement of the final report, which includes the data analysis, results and interpretations.

    The consultant will communicate with the contracted company for the completion of the baseline survey.

    The consultant is expected to review systematically all the technical components of the documents prepared by the firm and supervise the field work (data collection).

    For the data collection, the work will be focused on:

  • Training of the enumerators. Make sure a sufficient level of information is given to the enumerators.
  • Selection of the respondents. For the quantitative data, ensure a random selection is respected. For the qualitative data, check that the key informants and the panels for the Focus Group Discussions are selected on a relevant way, in line with the needs.
  • Completion of the questionnaires: ensure the questionnaires are reviewed every day by the supervisors of the enumerators. Make sure that the enumerators go back to the respondents if information were wrongly captured.
  • For the data entry, consultant will:-

  • Check the da entry maks prepared by the firm
  • Ensure that method used for data entry is meant to avoid mistakes.
  • For the data analysis, the focus will be put on:-

  • Ensure that the data analysis method used answers the research questions pertaining to the objectives of the project.
  • Make sure that the data analysis process provides sufficient information and it is statistically relevant.
  • Check the syntax files (analysis to be done using SPSS software).

    1. PROJECT BACKGROUND

      Catholic Relief Services (CRS) has worked in Ethiopia since 1958. For more than 50 years, CRS has taken the lead in responding to natural and man-made shocks affecting Ethiopia’s most vulnerable communities. Moving beyond emergency response, CRS’ disaster mitigation and recovery projects in drought and flood-prone areas have rebuilt individual and community assets through non-food aid in the form of agriculture, livestock, health, nutrition, livelihoods support and water and sanitation assistance. The Resilience through Enhanced Adaptation, Action-learning, and Partnership (REAAP) activity is a USAID-funded (OFDA, the Global Climate Change and Feed the Future Initiatives) Community Managed Disaster Risk Reduction activity. CRS leads the activity in consortium with one local and two international partners. REAAP activity is expected to sustainably increase resilience and reduce long term vulnerability to current and future climate change and climate-related shocks and stresses in communities in six Woredas of East Hararghe (Meta, Fedis and Midhega Tola) and West Hararghe (Mieso, Oda Bultum, and Tulo) Zones of Oromia Regional State. REAAP has reached 370,000 out of the total of 475,000 people (95,000 households) in 100 kebeles in three livelihood zones (farming, agro-pastoralist and pastoralist). REAAP achieved some of its result by strengthening horizontal linkages to consortium partners and other initiatives and, vertically to GoE-led food security, forecasting, agricultural growth and disaster management structures. Through the CMDRR approach and Participatory Disaster Risk Assessment (PDRA) process, communities have invested in their own development, even during the el Nino drought. Despite the el Nino drought, the project has been able to deliver on the indicators and targets in an impressive manner to date.

    2. JOB PURPOSE

      The Chief of Party/CoP will be based at the CRS Ethiopia office in Addis Ababa. The CoP will manage all aspects of the project, including meeting the objectives of the project while providing overall leadership in technical, administrative, operational, and management of the project, with a focus on achieving the results defined in the cooperative agreement. The CoP is responsible for developing a strong, coherent vision within the project and initiating innovative strategies across various components.

      The CoP will act as the key liaison between USAID/Ethiopia and all other counterparts, the Government of Ethiopia officials. The CoP is expected to lead and/or participate in strategic and high level policy forms and meetings with various actors and advocate for DRM and climate change adaptation within communities. The CoP is expected to coordinate with government and other parties involved in DRR and CCA to ensure that activities complement ongoing initiatives.     3. RESPONSIBILITIES

      Project management and oversight
      • Serve as the consortium lead for the project and ensure strong communication and coordination with and between all consortium members as a means to effectively achieving program objectives
      • Lead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines
      • Use appropriate project management tools to plan, review and track progress on project implementation as well as on the utilization of project resources

      • Design strategies, partnerships and interventions to guarantee the project is gender and ability-sensitive and that CRS and implementing partners are accountable to beneficiaries

      Coordination and communication
      • With limited direct oversight, serve as the primary point of contact and collaboration for the consortium and in-country stakeholders, including the donor, implementation partners, government partners and other key stakeholders
      • Represent the project in key coordination bodies and at events/forums.
      • Act as internal/external spokesperson for the project within CRS, ensuring cross-country learning and maintaining strong communication with CRS colleagues and regional staff
      Supervision
      • Spearhead the recruitment of CRS staff for the project and key positions for other consortium members
      • Ensure annual performance planning and reviews of staff performance in keeping with CRS’ performance management system. Mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork
      • Ensure staff compliance with all CRS administrative and operational procedures and policies, as well as applicable donor regulations

    Context:

    Under the direct supervision of the Head of SLO (Liaison responsibility to AU, IGAD, UNECA) and Chief of Mission to Ethiopia, the successful candidate will be directly responsible for the implementation of IOM’s programmes and projects in Ethiopia. S/he will work closely with the Chief of Mission to ensure tailored support to the Government of Ethiopia (GoE) in response to its identified priorities in the migration domain. S/he will support the Chief of Mission in closely liaising with key GoE interlocutors and donors to ensure smooth and timely implementation of proposed initiatives.

    Her/his main functions will include liaison with external partners (GoE, donors, partners), programme and project development, programme and project management, donor outreach, and direct supervision of Programme Heads of Unit.

    The Ethiopia context has a distinctively vast and complex array of interlocutors in both the emergency as well as in the developmental aspects of migration, with multiple and intertwined levels from the Government, the UN and the donor side.

    Core Functions / Responsibilities:

    1. In close coordination with the Chief of Mission, establish, oversee and manage, in liaison with senior Government of Ethiopia officials and key donors -- a multi-stakeholder coordination mechanism bringing together policy and program stakeholders from the various entities involved in migration programming in Ethiopia.

    2. Based on this multi-stakeholder mechanism, support the Chief of Mission in holding regular migration dialogue events in Addis Ababa on a range of migration themes with a view to advancing the understanding of the a range of actors of migration issues of relevance to Ethiopia, an important source and destination country.

    3. Coordinate IOM’s engagement with the United Nations Country Team in Ethiopia in close coordination with Heads of Unit in the mission and consultation with the Chief of Mission.

    4. Serve as the IOM Ethiopia focal point for UNDAF (United Nations Development Assistance Framework) related matters, especially for specific migration related programmes and projects as part of the various components of UNDAF.

Coordinate, advise on and guide the development and implementation of new programmes and projects on migration management, refugee resettlement and transportation assistance, emergency and post crisis, labour migration, migration and development, migration health and other emerging migration issues such as the nexus between migration, environment and climate change.

    Required Qualifications and Experience:

    INTRODUCTION

    The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries throughout the world, including Ethiopia. DRC fulfills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation and post-conflict recovery.

    DRC commenced work in Ethiopia in 2009 and currently provides expertise in shelter, WASH, livelihoods and protection in the Gambella and Somali regions of the country. Activities implemented by DRC are funded by money raised from the Danish public and by project grants from the Danish government and other bilateral and multi-lateral donors.

    DRC is working in refugee camps in Tigray regional state, where the organization anticipates implementing a variety of youth protection and engagement activities in Hitsats, Mai-Aini and Adharush refugee camps, which are currently hosting a combined population of over 30,000 Eritrean refugees.

    POSITION’S OVERALL OBJECTIVES

    Working under the direct management of the Program Manager, the Education and Youth Engagement Officer will be responsible for supporting the implementation of the organization's current and future youth-focused formal and informal educational activities in Tigray regional state. The Education and Youth Engagement Officer will supervise Assistants and refugee incentive outreach workers. The Officer will regularly collaborate with other program staff, such as members of the protection and infrastructure teams, to ensure DRC's youth education and engagement activities are holistic and that protection concerns and considerations are effectively mainstreamed. Furthermore, the Education and Youth Engagement Officer may be requested to provide support and guidance to project cycle management, proposal development and program strategy, with specific contributions in the area of education and youth engagement.

    RESPONSIBILITIES AND TASKS

    To achieve the objectives of the position, the Education and Youth Engagement Officer, under the direction of the Program Manager will perform the following tasks and undertake the following responsibilities:

    1.Technical Support:

    • Support in the setup of the education and youth engagement activities in Mai Ayini and Adi Haroush camps and contribute to the development of a local education and youth engagement strategy in Tigray regional state. Initial responsibilities may also include designing and rolling out baseline needs assessments and community outreach in the two camps.
    • Collaborate closely with the Program Manager to design and implement relevant and responsive, rights-based educational and youth engagement activities that build upon the existing assets of the targeted refugee communities. Activities will emphasize protection-related education and youth engagement, with a particular emphasis on how educational opportunities and positive youth engagement can impact secondary migration. Activities are expected to be highly participatory through the daily engagement of beneficiaries in learning and information sharing, capacity building and incentive work opportunities. This will require collaboration with other DRC program staff and a keen interest in integrating protection and psychosocial components and considerations into all activities.
    • Assist the Program Manager in ensuring high quality day-to-day technical management of education and youth engagement activities in Mai Ayni and Adi Haroush to ensure strict adherence with international best practice standards, including the identification of protection risks and vulnerabilities, with acute awareness of issues related to gender, age and diversity.
    • Maintain accurate and comprehensive files of education and youth engagement activities, outputs, materials, and other relevant documentation.

    2.General Management and Support:

    • Assist in the management of Education and Youth Engagement Assistants and refugee incentive outreach workers, and support respectful and positive working relationships which allow for the effective implementation of all DRC education and youth engagement activities. This is to be achieved through leadership, team building, day-to-day support and capacity-building.
    • Support the Program Manager in overseeing all daily education and youth engagement activities in sub-offices and project locations, including the management of staff and regular activity monitoring.
    • Identify training and capacity building opportunities for staff and incentive workers and ensure they are well versed in key concepts relevant to the context, DRC's code of conduct, accountability, respectful dialogue with the refugee population.

    3. Reporting:

    • Under the direction of the Program Manager, assist in education and youth engagement related reporting for both internal and donor purposes. This will include providing weekly and monthly reports to the Program Manager supported by key monitoring and evaluation tools.
    • Provide ongoing general monitoring of the operating context to ensure relevance and accountability to DRC's beneficiary populations.

    PERSONAL SPECIFICATIONS:

    Essential:

    • Bachelors degree in education, social work and social sciences or other relevant field from a recognized institution.
    • Minimum 3 years of experience in an entry to mid level position, preferably with experience in the field of humanitarian response and refugee education working for an international NGO, UN agency or relevant ministry or local authority.
    • Commitment to learning and implementing organizational policies and procedures.
    • Full proficiency in Microsoft Office.
    • Excellent verbal and written proficiency in Tigrinya, Amharic and English.

    ADDITIONAL CHARACTERISTICS

    • Experience working with youth, migrants and in community mobilization and participatory approaches. Experience specifically related to education programming or teaching is desirable.
