Ethiopia: WASH Manager

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa and Yemen since 1997. Using a protection of human rights framework, DRC focused originally on Somalis who have been displaced by conflict, but now DRC’s regional programme encompasses support to forcibly displaced people from South Sudan and in Yemen as well. Intervention sectors include protection, livelihoods, NFI distribution, shelter, sanitation and hygiene, and water (WASH) amongst others. Regionally, DRC is present in Somalia, Yemen, Kenya, Ethiopia, Djibouti, and Uganda, and these offices are supported by a regional office in Nairobi. There are also non-operational region-wide initiatives, focusing on durable solutions and mixed migration, which are supported from the Nairobi regional office. Currently DRC Ethiopia/Djibouti supports field offices in five locations: Dolo Ado, Jijiga and Gambella in Ethiopia and Djibouti-Ville and Ali-Sabieh in Djibouti. The last two years have seen significant growth in programme size, especially in Gambella, and there also has been a growth in the number of support and management functions demanded and required by the programme offices, in order to maintain quality and accountability.

Key responsibilities

Technical and Management of DRC Water, Sanitation & Hygiene (WASH) Projects:

  • Identify priorities and technically assist on assessments, designing and overseeing KAP and other surveys
  • Design and manager water supply and sanitation interventions as per SPHERE standards
  • Oversee construction of family and communal latrines as per standards
  • Mobilise communities and WASH committees to monitor usage of provided infrastructure and promote improved hygiene conditions in the camps
  • Explore new business and partnerships. Work closely with Deputy CD, Area Manager and the Grants unit to develop quality proposals, concept notes and budget
  • Develop and undertake needs assessments to inform program design and strategic direction. Conduct frequent rapid needs assessment of the situation in the event of emergency in collaboration with other stakeholders to address immediate WASH related problems

Monitoring, Reporting and Development:

  • Develop program monitoring tools
  • Quality control and site monitoring to ensure that services provided are according to SPHERE standards
  • Program monitoring as per expected outputs and outcomes
  • Monitor financial spending and budgets
  • Write donor and management reports
  • Draft and otherwise contribute to grant proposals in areas of sectoral competence

Team management:

  • Directly supervise three WASH team leaders and indirectly the WASH team in Gambella
  • Conduct recruitment of technical staff as needed
  • Set clear objectives for WASH team and do performance evaluations
  • Build capacity of the national staff
  • Continuously update project documentation and files
  • Other relevant duties as directed by the Area Manager

External coordination and representation:

  • Share relevant project information with stakeholders (UNHCR, Agency for Refugees and Returnees Affairs, etc.)
  • Participate in WASH coordination meetings
  • Coordinate with ARRA, UNHCR, UNICEF and other key stakeholders on camp layout and design of WASH services
  • Participate in Refugees Task Force meeting as needed

Reporting

The WASH Manager will report to the Area Manager, Gambella

Conditions:

Contract: One year contract, with possibility of extension.

Other employment conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates recruited by the Horn of Africa and Yemen Regional Office. This position is rated as A11 on the DRC salary scale available at www.drc.dk.

Availability: October 2015

Duty Station: Gambella, Ethiopia

General

Qualifications

  • University degree in water or structural engineer or related field of study.
  • Practical experience in engineering, including survey, planning and execution of building construction projects, experience related to implementing water construction projects would be a major plus.
  • Documented skills in project planning and design, drafting, calculation and technical writing.
  • Good computer skills in programs as: AutoCAD, Word and Excel.
  • Good in English communication – speaking and writing.
  • Relevant work experience with NGOs is an added advantage.
