Mission of the position:
The Construction Project Advisor (CPA) has the main responsibility for all PSA funded construction projects (new, extensions, renovations, green projects and purchases of real estates in combination with construction modifications).
He/she guarantees that approved and agreed PSA funded construction projects are realized according approved volume and size, that construction works are implemented in time and within available budget and that SOS construction guidelines, procedures and quality standards and local construction laws are followed.
He/she ensures the construction project information flow via construction LUCY among Member Associations (MAs), Promoting & Supporting Associations (PSAs) and other General Secretariat (GSC) offices. He/she is responsible for making available in time a complete and correct information package on the virtual SOS Construction Site on Intranet which meets CVI quality standards.
He/she works together with regional programme planning responsible colleagues to ensure that construction parts are in accordance with construction regulations and standards in place.
****Key performance areas and main responsibilities:****·
- Support Member Associations (MAs) in decision making regarding construction projects and support with construction expertise.
- Co-author programme proposals to cover the construction part (size and content of the project according SOS construction guidelines; estimate construction and other relevant costs).
- Ensure efficiency in construction projects and be responsible for implementing construction policies, standards and processes.
- Assume responsibility for execution of construction projects and management of SOS construction projects in the allocated countries usually with a local SOS site manager.
- Steer construction projects together with Member Associations (MAs) (new construction, renovation, acquisition of real estate).
- Ensure that standardised and tailor made information of construction projects is made available according to standards and agreements with financing PSAs.
- Represent MA and GSC interests in SOS construction projects in coordination with regional / local line management and regional finance colleagues.
- Preselect sites/ premises together with ND and/or CVIRep, select, brief and monitor the architect in co-operation with ND (National Director) and/or CVIRep, sign together with ND and/or CVIRep architect contract, pre-approve preliminary plans and forward plans and relevant documents to PPC-IO to receive “go ahead” for plans, prepare cost relevant information, approve detail plans and Bill of Quantity, select in co-operation with ND and/or CVIRep construction companies for tendering, be a part of the team when offers are opened, analyse tenders and propose the best bidder, on demand select and recruit the site manager, prepare contract documents and sign as witness the construction contract with ND and CVIRep or IDR (International Director).
- The CPA is responsible for monitoring, supervising and controlling the construction project site regularly. He/she checks and releases invoices for payment, is responsible for the financial streams and initiates the request for funds (RfT) in real-time.
- The CPA is responsible that handing over is done from construction company to CPA and from CPA to the MAs.
- He/she provides relevant and defined information to construction stakeholders (Regional Management, PSAs, and International Office) via Construction LUCY. The CPA creates transparent reports to the construction progress, does actual cost estimations, and informs regularly about special deviations of construction progress, budget and other relevant information according construction progress. He/she is responsible that all necessary documents, construction projects reports (CPR) forms, contracts, etc. are uploaded in real-time to the virtual SOS Construction Site on Intranet.
Position Requirements:
- Degree in Architecture and Building Science, Woodwork or any related field
- Ability to function in a high expectancy and demanding position
- Good problem solving skills
- Team player, strong written and verbal communication skills
- Fluent in English with additional language either Portuguese or French would be an added advantage
- Ability to influence key decision makers and build networks
