The information is to be organized around the four key components: market study; technical configuration; institutional structure; and transport and logistics which collectively contribute to the optimal and sustainable business model. A comprehensive Inception Study report is to be prepared with supporting evidence and recommendations including on whether to proceed to the following pre-investment stages. Following completion of the Market Study component and Preliminary report, there will be a consultation with government and decision-points in the contract to review the results.

The TSP is expected to visit Ethiopia at least twice. One visit would be to inspect prospective manufacturing and transport and storage sites and meet with organizations and people involved with ISMP and submit the market study at the end of the visit.
